Mr. Paul is a qualified Development Practitioner in Project Management, Grants Writing, Monitoring, Evaluation and Research. He brings over 15 years of diversified working experience with various international NGOs and grass-roots organizations in East Africa around thematic areas of Inclusive Education, Economic Empowerment, Health, Democratic Governance, Human Rights, and Gender Equality. He is very energetic individual with Master Degree in Project Planning Monitoring and Evaluation (MPPME) and a Bachelor of Arts Degree in Public Administration. Currently, he is working with HopeCare Organization as the founder and Executive Director, also working with the United Nations Development Programme (UNDP Tanzania) as the Programme Specialist and an Associate Partner for Noble Associates, LLC, a corporate and development consulting firm headquartered in Arusha-Tanzania.
Working with USAID Tanzania, Paul has managed to nurture over 63 innovative youth-centred businesses with Digital tools to support resilience amidst Covid-19 pandemic n Iringa, Mbeya and Zanzibar (Unguja and Pemba). In addition, through Noble Associates, Paul was the lead consultant of the assignment commissioned by Bain & Company (an American management consulting company) headquartered in Boston, Massachusetts through Dairy Nourishes Africa (DNA) Program that focuses on supporting small emerging Dairy enterprises. In addition, Paul has requisite experience in Data Sciences including Mobile Data App development/Coding to suit data collection needs for Project and Program Management, Database Design and Management, and Quality data analysis.

Mr. Noel has over 10 years’ experience as a Researcher and Project Management specialist. He has been engaged in a number of consultancy activities related to Public Service Management, Human Resource Management and Health Services delivery system, HIV and AIDS Non-Medical Monitoring and Evaluation (systems), Local Government and Community Development. Mr. Noel has also been involved in evaluating, developing and costing various institutional Strategic Plans, Guidelines, Training Programmes and conducting institutional needs assessment and developing institutional Comprehensive Capacity Building Plans. He possesses a Master of Business Administration from Dodoma University and a Bachelor of Public Administration (Public Service Management) from Mzumbe University (Tanzania).

Certified Public Accountant, CPA (T), with in-depth knowledge and skills of financial management, cost accounting, auditing, taxation, and internal control designing. Manyerere is well vested in preparing budgets (reprograming and modifications), preparing financial reports, investment analysis, cost analysis, financing options analysis, preparation of tax returns and completing other tax compliance requirements, and conducting training on accounting and financial management.

Mr. Baraka Mbesa is an Agricultural Economist, Statistician, and ICT expert. He holds a Bachelor of Science Degree in Computer Science and Statistics from University of Dar es Salaam and Master of Science in Agricultural and Applied Economics from Sokoine University of Agriculture. He has requisite experience in Data Sciences including Mobile Data App development/Coding to suit data collection needs for Project and Program Management, Database Design and Management, and Quality data analysis. His areas of expert include but not limited to Data Analysis and Visualization; Economic surveys including M&E; Data demand and use in various programs settings; Project Refinement and Organizational Learning; Project Implementation and Reporting, Partnership/Capacity-Strengthening; Strategic Results Support, Capacity Building and Development; Data Quality assurance, Proposal Development, Project Assessment/Evaluation, Learning and adapting. However, Mr. Baraka has the capacity to collect and analyze financial and socio-economic data to explain economic phenomena and forecast market trends while applying mathematical models and statistical techniques.

Mr Martin Malulu possess vast experience in project planning, design, implementation, monitoring ana valuation. He holds a Bachelor degree in economic policy and planning from Mzumbe university in Tanzania, a Post graduate diploma in project appraisal and management from Maastribht School of Management in the Netherlands, a Master Degree in Econometrics from Lund university in Sweden and Master Degree in Economics from Sussex University in the UK.

Paula works with HopeCare as the Health Program Officer. She has acquired her Bachelor of Community Development Degree with majoring in Project Planning and Management from Tengeru Institute of Community Development (TICD), Tanzania and a Post Graduate Certificate in Business Secretariat. Paula is an instrumental valuable asset to HopeCare serving with number of responsibilities including Project Management, M&E and Communication.
